ORDINANCE APPROVING THE WEST VALLEY SPECIFIC PLAN <br />June18,1996 <br />Page 2 <br />DISCUSSIONIANALYSIS: <br />The Redevelopment Agency has initiated the proposed Specific Plan for the West <br />Valley Redevelopment Project Area. The primary purposes of the Specific Plan are to <br />specify: <br />- The distribution, location and extent of the uses of land, including open space, <br />within the area covered by the Specific Plan; <br />- The proposed distribution of major components of transportation, sewage, water, <br />drainage, solid waste disposal, energy, and other essential facilities proposed to be <br />located within the area covered by the Specific Plan and needed to support the <br />land uses described in the Plan; <br />- Standards and criteria by which development will proceed, and standards for the <br />conservation, development, and utilization of natural resources, where applicable; <br />- A program of implementation measures including regulations, programs, public <br />works projects, and financing measures necessary to carry out the prior <br />specifications; and <br />A statement of the relationship of the Specific Plan to the General Plan. <br />Government Code §65451. <br />To assist the Council, Section 6, p. 58 of the Specific Plan deals with Implementation <br />in the Project Area. More particularly, Section 3 on page 24 is drafted so that all land <br />uses proposed by redevelopment activities are automatically in conformance with the <br />City of Colton General Plan as it now exists, or as it may be amended in the future. <br />FINANCIAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that Council waive full reading and pass first reading of the <br />attached ordinance by title as follows: <br />AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING THE WEST VALLEY SPECIFIC PLAN <br />Report prepared by: John L.
