AGENDA REPORT <br />For the Council Meeting of June 4, 1996 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Nabar Enrique Martinez, City Managerp, <br />FROM: Les Evans, Interim Water & Wastewater Director E <br />SUBJECT: Approval of Contract with Phil Martin & Associates for <br />Environmental Impact Analysis of the Wastewater Treatment <br />Plant Expansion <br />DATE: May 23, 1996 <br />BACKGROUND: <br />The City Council has authorized the design of repairs, improvements and capacity increases at <br />the Wastewater Treatment Plant (WWTP). The project should be ready to advertise for bids in <br />the fall. Prior to commencement of construction, however, the requirements of the National <br />Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA) must <br />be met. <br />DISCUSSION ANALYSIS: <br />The City Council has engaged the services of Krieger and Stewart to prepare plans and <br />specifications for the construction of $7.5 million worth of repairs and improvements to the <br />WWTP, including the addition of two 1.0 mgd extended aeration oxidation ditch basins and <br />two circular secondary clarifiers with a capacity of 1.5 mgd each. In addition, the Krieger and <br />Stewart design will include plans for the construction of two sludge drying beds with under <br />drains. <br />The Clean Water Act Amendments of 1987 authorize the use of Federal money to create a <br />State Revolving Fund (SRF) low interest loan program. SRF loans may be used for <br />construction and improvements of a Publicly Owned Treatment Works (POTW). <br />In August, 1995 the Water and Wastewater Department staff applied for a FY 1996/97 SRF <br />loan for the expansion of the secondary portion of the treatment plant. We have received <br />notice that the City's project can be expanded to include all of the repairs and improvements <br />required by Title 22. In order to apply for the loan, the City must submit (and receive approval <br />of) a Facility Plan for the project. <br />ENVIRONMENTAL IMPACT ANALYSIS: <br />The environmental review documents must meet both California Environmental Quality Act <br />(CEQA) and State Environmental Review Process (SERP) requirements. The SERP <br />requirements include compliance with the National Environmental Policy (NEPA) as well as <br />CEQA. The draft environmental documents must be submitted to the state clearinghouse for a <br />30 -day (minimum) review period. The City will also be required to publish notices and hold at <br />least one public hearing regarding the draft project report and environmental documents. <br />Item # 0 -:1 <br />
