EIR Agenda Report <br />June 4, 1996 <br />Page 2 <br />Discharges from the proposed improvements of the Colton Wastewater Treatment Plant <br />would not be released into the Santa Ana River directly. Rather, they would be conveyed to <br />the Regional Rapid Infiltration Extrication (RIX) facilities for subsequent tertiary treatment and <br />nitrogen removal. Therefore, we believe there is a good possibility that the potential <br />environmental impacts from this project can be adequately mitigated through an Initial Study <br />and Negative Declaration. Until circulation of the Initial Study is complete and comments have <br />been received, however, it cannot be determined whether a full Environmental Impact Report <br />(EIR) will be required. <br />Therefore, the City has requested proposals for two separate scope of services agreements. <br />The first consists of the preparation of an Initial Study and Negative Declaration, and the <br />second consists of the preparation of an EIR. Three proposals were received from firms <br />which are well qualified to perform the environmental analysis. They are: <br />Krieger and Stewart, Inc. of Riverside <br />Metcalf & Eddy, Inc, of San Diego <br />Phil Martin & Associates of Mission Viejo <br />Staff has completed the following table to compare the three proposals: <br />TIME TO PREPARE <br />FIRM QUALIFICATIONS NEG. However, they also proposed the highest fees. Metcalf and Eddy proposed to use a <br />project manager who was involved in the preparation of the EIR for the RIX facility and has <br />done considerable environmental work in the San Bernardino area. The Metcalf and Eddy <br />estimated the longest time frame and their bid fell at the mid -point of the other two proposals. <br />Phil Martin specializes in EIR work and has the most experience in EIR preparation. This fine, <br />however, has the least amount of specific knowledge about this project. The fees proposed by <br />Phil Martin are the lowest, while the timeline fell between the other two proposals. <br />
