EIR Agenda Report June 4, 1996 Page 2 Discharges from the proposed improvements of the Colton Wastewater Treatment Plant would not be released into the Santa Ana River directly. Rather, they would be conveyed to the Regional Rapid Infiltration Extrication (RIX) facilities for subsequent tertiary treatment and nitrogen removal. Therefore, we believe there is a good possibility that the potential environmental impacts from this project can be adequately mitigated through an Initial Study and Negative Declaration. Until circulation of the Initial Study is complete and comments have been received, however, it cannot be determined whether a full Environmental Impact Report (EIR) will be required. Therefore, the City has requested proposals for two separate scope of services agreements. The first consists of the preparation of an Initial Study and Negative Declaration, and the second consists of the preparation of an EIR. Three proposals were received from firms which are well qualified to perform the environmental analysis. They are: Krieger and Stewart, Inc. of Riverside Metcalf & Eddy, Inc, of San Diego Phil Martin & Associates of Mission Viejo Staff has completed the following table to compare the three proposals: TIME TO PREPARE FIRM QUALIFICATIONS NEG. However, they also proposed the highest fees. Metcalf and Eddy proposed to use a project manager who was involved in the preparation of the EIR for the RIX facility and has done considerable environmental work in the San Bernardino area. The Metcalf and Eddy estimated the longest time frame and their bid fell at the mid -point of the other two proposals. Phil Martin specializes in EIR work and has the most experience in EIR preparation. This fine, however, has the least amount of specific knowledge about this project. The fees proposed by Phil Martin are the lowest, while the timeline fell between the other two proposals.
