r^ AGENDA REPORT CITY OF COLTON For City Council Meeting of September 17, 1996 11, 1996 TO: MAYOR FULP, CITY COUNCIL AND CITY MANAGER FROM: Julie Hayward Biggs, City Attorn SUBJECT: Status of City's Involvement in STAG In response to recent actions taken by SANBAG relating to future funding of highway beautification projects in the City of Colton, I have been asked to review the status of the City's continuing commitment to participate in SANBAG. As you may be aware, SANBAG is an association of local governments that has been voluntarily formed under the guise of a Joint Powers Authority for the purpose of providing a forum for discussion, study and development r of recommendations on regional problems of interest and concern to the member entities. The local governmental agencies that form SANBAG contribute to the organization through annual assessments. According to the bylaws of SANBAG, the functions of the organization include the following: 1. Exchange of planning information among member entities; 2. Study of sub -regional problems, including making policy or action recommendations; 3. Review and development of governmental proposals; 4. Consider questions of common interest and concern to the County of San Bernardino and the city members of SANBAG and develop policy and action recommendations of an advisory nature only; 5. Act to the extent permitted by the Joint Powers Authority or agreements or as allowed under state and federal law. The membership of SANBAG consists of the County of San Bernardino and those cities within the county electing to participate and paying annual assessments to fund the operations of SANBAG. SANBAG has no power to levy taxes or of eminent domain. ITEM NO. 14
