CITY OF COLTON
CITY COUNCIL AGENDA REPORT
FOR COUNCIL MEETING OF OCTOBER 15, 1996
TO: HONORABLE MAYOR AND CITY COUNCIL
APPROVAL: MALIK D. FREEMAN, INTERIM CITY MANAGER
FROM: THOMAS K. CLARKE, INTERIM WATER/WASTEWATER DIRECTOR
SUBJECT: APPROVE COMPLETION OF SEWER MAIN IN MT. VERNON AVENUE
DATE: OCTOBER 7, 1996
The combination of a developer dig -in and a deteriorated sewer line caused the collapse of the main in
Mt. Vernon Avenue from approximately "D' Street to Valley Boulevard. After reviewing the
repair/replacement scenarios, the wastewater staff concluded that it would be in the best interests of the
City and wastewater customers to replace the entire span of the system to alleviate flow problems and
provide a long-term solution to possible future failures of the system in this immediate vicinity.
ANALYSIS
After inspecting the damaged system, the City contracted with EL -CO Contractors, Inc., to perform the
necessary repairs which consisted of line replacement, manhole tie-ins, and street repair. At the time
this work was authorized by the City Council, an estimate of the total project was quoted as being
$200,000, plus or minus. In order to complete the sewer line from "G" Street southerly to approximately
Valley Boulevard, the contractor is estimating an additional charge of $69,548, bringing the estimated
total to $269,548.
FINANCIAL IMPACT
The Wastewater Division has identified this line as one for replacement due to its age and condition.
Therefore, funds have been appropriated in the Line Replacement account for this work. A portion of the
line replacement and manhole tie-ins attributable to the dig -in at the intersection of Fairway and Mt.
Vernon has been calculated and will be reimbursable from the developer and contractor that caused the
initial damage.
Wastewater 522-8200-8206-3890 Line Replacement
Thomas K. Clarke, Ele ric Utility Director
ALTERNATIVES
The City could opt to delay the replacement of this section until a future date. This would probably raise
the costs, and during the delay, keep an unreliable portion of the system in service.
Page 1 of 2 Item No.
