R-120-96 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COL <br />OPPOSING PROPOSITION 218 <br />WHEREAS, a measure called Proposition 218 the "Right to Vote" initi <br />appears on the November 5, 1996 General Election ballot; and <br />WHEREAS, the sponsors of Proposition 218 claim it will give voters the <br />to vote on all local government taxes, fees and assessments; and <br />WHEREAS, Proposition 218 actually takes away the right to vote frc <br />several million California voters and reduces the voting power of the avera <br />taxpayer; and <br />WHEREAS, Proposition 218 grants huge new voting powers to <br />corporations, big landowners and non -citizens; and <br />WHEREAS, Proposition 218 eliminates general assessments for c <br />public safety services such as police, fire and emergency medical services; and <br />WHEREAS, Proposition 218 imposes a new tax on publicly owned property <br />which will cost taxpayers tens of millions of dollars; and <br />WHEREAS, the impartial analysis of Proposition 218 estimates lo( <br />government will experience revenue losses of hundreds of millions of dollars p <br />year; and <br />WHEREAS, the Proposition contains many ambiguities regarding <br />application that may adversely impact this City; and <br />Page 1 <br />Item 14 <br />
