The City Council concludes that it cannot support Prop <br />218 on the November 5, 1996 election ballot. The Council urges the voters of <br />to familiarize themselves with the Proposition and its impact upon this City. <br />SECTION 2. The City Council also believes the Proposition establishes <br />voter process that is nearly unworkable in that it weighs votes according to thi <br />particular impact that a fee might have upon individual properties, calls for a mail <br />in ballot, and essentially substantially delays, for up to two years, the ability of the <br />City and this Council to respond to budgetary matters which are important to thi: <br />community. <br />PASSED, APPROVED, <br />1996. <br />ATTEST: <br />and ADOPTED THIS DAY <br />TERESA S.
