CITY OF COLTON <br />AGENDA REPORT <br />(O*N FOR COUNCIL MEETING OF SEPTEMBER 17, 1996 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Malik Freeman, In 'm City Manager <br />FROM: Zam a <br />Community Develop irector <br />SUBJECT: First Reading of an Amendment to the General Plan, Zone <br />Change, and Environmental Assessment for three parcels of <br />property located at 444 Colton Avenue (Laymon's Candy). <br />DATE: September 9, 1996 <br />BACKGROUND: <br />Staff was requested by the Planning Commission to initiate a General Plan Amendment <br />and Zone Change for the above referenced location. On August 27, 1996, the <br />Commission considered File Index Number DZG-32-96, a General Plan Amendment <br />and Zone Change for Assessor's Parcel Number 162-106-05, from Commercial <br />(Office/Business Park) to Industrial (M-1/1-ight Industrial), and Assessor's Parcel <br />Numbers 162-106-11 and 12, from M-1/SDA (Sensitive Development Area) to M-1 <br />(deletion of the SDA overlay zone). <br />After receiving public testimony, the Commission adopted the attached Resolution, <br />Number R-2-96, a recommendation to the City Council to approve the General Plan <br />Amendment and Zone Change for the above referenced three parcels of property. <br />DISCUSSION/ANALYSIS: <br />The City Council is required to hold a public hearing for a General Plan Amendment <br />and Zone Change. As recommended by the Planning Commission, the Community <br />Development Department is requesting a General Plan Amendment and Zone Change <br />for Assessor's Parcel Number 162-106-05, from Commercial (Office/Business Park) to <br />Industrial (M-1/1-ight Industrial), and Assessor's Parcel Numbers 162-106-11 and 12, <br />from M-1 /SDA (Sensitive Development Area) to M-1 (deletion of the SDA overlay zone). <br />The requested change is more consistent and compatible with the surrounding uses. In <br />addition, if the change is approved, the current property owner of Parcels 11 and 12 <br />(Laymon's Candy) has indicated a strong interest in purchasing Parcel 5, in order to <br />expand his confectionery foods manufacturing business. <br />ro�Nl ALTERNATIVES: <br />The City Council has the authority not to grant the requested General Plan Amendment <br />and Zone Change. However, it should be noted that the requested action provides the <br />opportunity for the adjacent business (Laymon's Candy) to purchase the property and <br />expand the business, otherwise, it is likely that the business may move out of the City. <br />ITEM NO. 27 <br />
