Agenda Report
September 17, 1996
Page 2
FINANCIAL IMPACT
A Director's position would be eliminated, producing savings for salary and benefits. This would be offset
by the hiring of an Assistant Director in Water and Wastewater. In addition, the salary for the Utility
Director would be raised commensurate with the additional duties imposed by combining Electric with
Water and Wastewater. Other than the Assistant Director for Water and Wastewater, no additional
personnel would be hired to accomplish this restructuring of the utilities. The net cost difference of this
proposal should be zero in terms of the existing total budget to the Water and Wastewater Utilities.
These changes can be enacted immediately upon approval of the job descriptions and salary ranges as
proposed in this report. The salary range for the Assistant Water and Wastewater Director would be set
at the same as the approved ranged for the Assistant Electric Utility Director. The Utility Director salary
will be set at Range 9, $6,713-$8,155 per month ($80,556-$97,860 annually).
Thomas K. Clarke
Electric Utility Director/Interim Water and Wastewater Director
RECOMMENDATION
Staff recommends that City Council approve the reorganization of the Electric, Water and Wastewater
Utilities into one operating department. In addition, Council is requested to approve the amended job
description for the Utility Director, the new Assistant Water and Wastewater Director, and the appropriate
changes to the salary resolution.
hvdatalagendaVest.doc
