B. CONTINUING CONSERVATION PRACTICES <br />Metered System <br />The City's water system is fully metered to each end user, <br />although multiple commercial/industrial users may be served by a <br />master water meter at each site. The City also requires that <br />new commercial/industrial developments be separately metered <br />for landscape irrigation. Apartments and mobile home parks <br />are considered commercial sites for the purpose of water metering <br />and billing. <br />The fully metered system allows each user to become aware of <br />their actual water use via their water bill (water bills show the <br />amount of water used in the billing period, and what was used the <br />year before in the same period). The separate irrigation meters <br />allow owners of large landscaped areas to monitor landscape water <br />use separately from other uses. This awareness of actual water use <br />allows each customer to prioritize their conservation efforts to achieve <br />a target water use and corresponding water bill. Separate irrigation <br />water meters and systems can also simplify the construction and <br />operation of a reclaimed water supply system. <br />2. Meter Testing and Replacement Program <br />The City has a routine water meter replacement program and replaces <br />an average of 350 meters per year with new - water meters. This <br />rate corresponds to an average meter life of approximately 23 years. <br />Large -meters (three inch and larger) are tested every two years. The <br />goal of the program is to provide accurate water use accounting to <br />each customer. A secondary benefit of the program is increased water <br />use accountability. Worn out water meters tend to err to the benefit of <br />the customer; accurate meters therefore reduce unaccounted-for <br />water and increase the City's revenues. <br />3. Public Information Displays and Programs <br />The City's Utility Department displays water conservation <br />material at its public services counter. Conservation material and <br />limited fixture retrofit kits are provided to customers free of charge <br />upon request. Utility Department staff are knowledgeable in the <br />area of water conservation are available to assist customers when <br />the printed material does not address the customer's specific questions. <br />2 <br />
