0 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 5, 1997 <br />TO: <br />APPROVAL: <br />FROM: <br />SUBJECT: <br />DATE: <br />Honorable Mayor and City Council <br />stx,Manager <br />� aL <br />Director <br />Establishment of a Moratorium Regulating Monopoles <br />21, 1997 <br />BACKGROUND; <br />At their last regular meeting, the Planning Commission directed staff to submit to <br />City <br />p <br />Council for their consideration, the establishment of a moratorium regulating monopoles. <br />DISCUSSION/ANALYSIS: <br />Recently, both Community Development staff and the Planning Commission have been <br />reviewing applications to allow the installation/construction of wireless communication <br />facilities; i.e., antenna towers. Since the use is not currently specifically identified in the <br />Zoning Ordinance, applicants are required to comply with the Conditional Use Permit <br />process. Additionally, if the proposed antenna exceeds the Zoning Ordinance's maximum <br />height limitation of 40', the applicants are also required to apply for a Major Variance t <br />allow the antenna to exceed the regulated height limitation. <br />Due to the increased number of applications for the installation of antenna towers, both the <br />Planning Commission and staff share concerns regarding future applications, and the lack of <br />regulations concerning the location and design of such towers. Implementation o <br />regulations would ensure that the installation of future facilities will not be detrimental to the <br />public's health, safety and welfare. <br />ALTERNATIVES; <br />Due to the increasing demand for wireless telecommunications, which include cellular <br />telephones, pagers, and data transmission services, staff is concerned that without prer <br />design and location criteria, there may be a proliferation of visual blight, caused b an <br />abundance of unregulated towers. Y <br />FINANCIAL IMPACT: <br />Staff is currently in the process of gathering ordinances from surrounding cities in order <br />review their design and development standards. When staff has completed its study, they <br />will present a draft ordinance with the appropriate design and development guidelines to the <br />Planning Commission for their review and input. <br />Item No. 5 <br />
