Zamor <br />Community Dev ent Director <br />SUBJECT: Extension of Ordinance Number 0-29-96 Establishing <br />a Moratorium on Processing of Applications for the <br />Construction of Freeway Oriented Signs Not Already <br />Approved within the City. <br />DATE: <br />7, 1997 <br />BACKGROUND: <br />As Council will recall, on October 1, 1996, the Council adopted, by a unanimous vote, <br />Ordinance Number 0-29-96, entitled, "An Urgency Ordinance of the City Council of the City <br />of Colton, Imposing a Moratorium on Processing of Applications for the Construction of <br />Freeway Oriented Signs Not Already Approved within the City." <br />On November 5, 1996, at a duly noticed public hearing, the City Council considered and <br />approved the extension of Ordinance Number 0-29-96, for an additional ten months and <br />fifteen days from and after November 5, 1996, until August 20, 1997, unless extended further <br />by the City Council. <br />DISCUSSION/ANALYSIS: <br />As directed by Council, Community Development Department staff continues to gather and <br />review ordinances which regulate signage from surrounding communities. Staff has <br />contacted SANBAG and members of an ad hoc county -wide billboard committee that is <br />currently working towards the creation of a county -wide model freeway sign ordinance, <br />which they do not anticipate being completed for several months. <br />Unless extended by Council, the current moratorium will expire on August 20, 1997. <br />Therefore, staff is requesting that Council extend its current moratorium on processing of <br />applications for the construction of freeway oriented signs for the maximum length of time <br />allowed by law so that staff may continue working with the San Bernardino Association of <br />Governments (SANBAG) until its review of the proposed model ordinance is completed and <br />staff has an opportunity to evaluate and propose any necessary modifications to the City's <br />Zoning Ordinance. This will assure that further construction of billboard signs within the City <br />furthers the best interests of the community and furthers the health, safety and welfare <br />interest of its residents. <br />Item N®. 24 <br />
