City Council Meeting of <br />August 19, 1997 <br />Extension of 0-29-96 <br />Page 2 <br />ALTERNATIVES: <br />By not extending the moratorium, staff would be obligated to accept and process applications <br />for the construction of freeway oriented signs. <br />FINANCIAL IMPACT: <br />Unknown. <br />ENVIRONMENTAL IMPACT: <br />The proliferation of freeway oriented signs causes serious concerns regarding the creation <br />of visual blight within the City. It is imperative that staff review the Zoning Ordinance to <br />assure that further construction of billboard signs within the City furthers the best interests of <br />the community and furthers the health, safety and welfare interests of the community. <br />RECOMMENDATION: <br />Staff recommends that the City Council extend its current moratorium for the maximum <br />length of time allowed by law, so that staff may continue working with SANBAG until its <br />review of the proposed model ordinance is completed and staff has an opportunity to <br />evaluate it and propose any necessary modifications to the City's Zoning Ordinance. <br />DRZ/kd <br />
