R-123 -97 <br />RESOLUTION- OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA ESTABLISHING A PUBLIC BENEFIT CHARGE IN <br />ACCORDANCE WITH STATE ASSEMBLY BILL 1890 <br />WHEREAS, the City of Colton is a general law city, duly organized and existing under the <br />laws of the State of California and situated in the County of San Bernardino; and, <br />WHEREAS, the City of Colton owns and operates an Electric Utility; and, <br />WHEREAS, State Assembly Bill 1890, Article 8, requires that "Each local publicly owned <br />electric utility shall establish a nonbypassable usage based charge on local distribution service of <br />not less than the lowest expenditure level of the three largest electrical corporations in California on <br />a percent of revenue basis ... to fund investments by the utility and other parties in any or all of the <br />following: <br />(1) Cost-effective demand-side management services to promote energy -efficiency <br />and energy conservation; <br />(2) New investment in renewable energy resources and technologies consistent with <br />existing statutes and regulations which promote those resources and technologies; <br />(3) Research, development and demonstration programs for the public interest to <br />advance science or technology which is not adequately provided by competitive <br />and regulated markets; <br />(4) Services provided for low-income electricity customers, including but not limited to, <br />targeted energy efficiency service and rate discounts." <br />NOW, THEREFORE, BE IT RESOLVED, that the Colton City Council hereby establishes <br />Rate Schedule PBC as attached and made a part hereof. <br />PASSED, APPROVED, AND ADOPTED this 2nd day of December, 1997. <br />ATTEST: <br />Carolina Barrera <br />City Clerk <br />Karl Gaytan <br />Mayor <br />Item # 4 <br />
