CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF DECEMBER 2, 1997 TO: Honorable Mayor and City Council APPROVAL: Lenod, Interim ty Manager FROM: amor Community D elo ent Director SUBJECT: Consider the Selection of Community Development Block Grant (CDBG) Projects to be Submitted to the County of San Bernardino for Eligibility and Qualification Review for Funding from Fiscal Year 1998-99. DATE: November 24, 1997 BACKGROUND The San Bernardino County Department of Economic and Community Development (ECD) is now accepting Project Proposal Applications for funding consideration from the Community Development Block Grant (CDBG) Program for Fiscal Year 1998-99. Completed applications must be submitted to the ECD by no Later than December 5, 1997. DISCUSSIONfANALYSIS: Each year, the City of Colton cooperates with the County ECD Department to apply and receive federal CDBG funds. As part of the process, cooperating cities are required to submit proposed projects to the County for eligibility and qualification review. A list of the proposed projects that will be sent to the County is attached. Upon completion of the County's review, all eligible proposals will be returned to the City for finalfunding prioritization by the City Council at one of their meetings next February. As part of the planning effort for the CDBG Program, the Community Development Department sponsored community meetings on November 12 and November 13, to encourage participation by very low and low income persons and to receive input on housing and community development needs. ALTERNATIVES: The County ECD Department has indicated that project proposal applications must be submitted by no later than December 5, 1997, in order to meet their schedule for the 1998-99 CDBG application process. Submittal of projects at a later date will delay the receipt of federal funds to implement proposed projects. FINANCIAL IMPACT: The CDBG Program is operated on a reimbursement basis. The City will be required to expand funds up front, however, the City will be reimbursed 100% for all eligible project costs. The City will receive approximately $368,000 towards CDBG projects for Fiscal Year 1998-99. Item # 10
