CLARKE, UTILITY DIRECTOR—(K-"-- <br />SUBJECT: APPROVAL TO EXTEND SOLE SOURCE CONTRACTS TO BABCOCK <br />AND SONSFOR THE WASTEWATER TREATMENT PLANT'S LAB <br />TESTING AND TO CLINICAL LAB FOR WATER TESTING <br />DATE: <br />ER 20, 1997 <br />BACKGROUND: <br />The State Department of Health Services requires the City to perform laboratory testing <br />on its potable water, and the Regional Water Quality Control Board requires the City to <br />perform laboratory testing on the effluent being discharged to the RIX Facility. Testing <br />for both Water and Wastewater are required on a daily basis (weekends included). <br />On October 17, 1995 Council approved Babcock and Sons (Wastewater) and Clinical <br />Lab (Water) as sole source laboratory testers, justified as follows:_ <br />1. Samples taken by both Water and Wastewater must be <br />placed on ice and delivered to a certified State laboratory <br />within 30 minutes of being taken. This time restriction <br />prohibited the use of certified laboratories located in <br />Orange or Los Angeles Counties. <br />2. Open 24 hours a day and on weekends. <br />3. The prices being charged to the City by both laboratories <br />are comparable with other laboratories located in Southern <br />California. <br />4. Possess appropriate State certification to perform laboratory <br />testing. <br />Item # 19 <br />
