r <br />Mayor and Council Members <br />Council Meeting of December 2, 1997 <br />-Page 2 <br />SUBJECT: APPROVAL TO EXTEND SOLE SOURCE CONTRACTS To BABCOCK <br />AND SONS FOR THE WASTEWATER TREATMENT PLANT'S LAB <br />TESTING AND TO CLINICAL LAB FOR WATER TESTING <br />DISCUSSION/ANALYSIS: <br />There are six analytical laboratories listed in the area's phone book. However, two are <br />not State certified for water or wastewater testing, and two are not open on weekends. <br />The two remaining State certified analytical laboratories are Clinical Lab of San <br />Bernardino, Inc., and Edward S. Babcock and Sons, Inc. In addition, they are the only <br />two remaining labs in the area that are certified by the State to perform perchlorate <br />testing. Babcock and Sons provides both water and wastewater testing, but, their <br />prices for water testing are greater than Clinical Lab (with the exception of perchlorate <br />testing, $25 per test). Clinical Lab performs water testing services only. Their cost for <br />perchlorate testing is $100 per test, Clinical Lab is located in Grand Terrace; Babcock <br />and Sons is located in Riverside. Both are open 24 hours a day and on weekends. <br />FINANCIAL IMPACT: <br />The estimated annual cost for water laboratory testing is $80,000 (includes the new <br />testing requirements for perchlorates), and the estimated annual cost for wastewater <br />laboratory testing is $50,000. Sufficient funds and revenues are budgeted each year in <br />the Professional Services accounts (521-81.00-8101-2350 and 522-8200-8200-2350) <br />for laboratory testing. <br />RECOMMENDATION: <br />Staff recommends that Council approve Clinical Lab of San Bernardino, Inc.., as the <br />sole source for potable water lab testing, with the exception of perchlorate testing, and <br />Edward S. Babcock and Sons, Inc., as the sole source for wastewater testing and <br />potable water perchlorate testing. <br />Report Prepared By: Lorraine June <br />
