CITY OF COLTON <br />RDA HOUSING MANAGE /DEP TY CITY ATTORNEY <br />DEFINITION: <br />Under general supervision, assist the City Attorney in the preparation of legal documents, <br />correspondence, research, analysis, hearing and trial preparation, and tracking of legal cases; <br />perform related duties as required. Under general direction of the Executive Director of the <br />Redevelopment Agency, oversee negotiations, plan, design, development, and control all <br />redevelopment activities; direct implementation of housing projects. <br />EXAMPLES OF DUTIES: <br />As Deputy City Attorney: <br />Maintain legal calendar for all pending litigation matters, including general liability matters; <br />responsible for management of City Attorney files and records; prepare documents, including <br />law and motion pleadings for writ of mandate matters to be handled directly by the City <br />Attorney, including legal research and analysis; establish a system for monitoring Code <br />Enforcement actions and pending matters to assure full coverage by City Attorney on an as - <br />needed basis; finalize ordinances and resolutions in City fonnat; maintain systems within the <br />City Attorney's office to assure full confidentiality of all work product and pending matters; <br />coordinate work requests from the City Council and City departments and establish a calendar <br />system for such requests; monitor and process outside legal services billings; prepare quarterly <br />reports of legal costs and allocation of City Attorney and outside counsel time; draft <br />correspondence; assist in pre-trial case preparation; organize, control and prepare exhibits based <br />on factual research; arrange for witnesses and inform them of substantive legal aspects of cases; <br />prepare exhibit and trial notebooks; abstract pertinent case law for use in preparation of briefs; <br />perforin case status monitoring; prepare agenda titles and reports; follow up on agenda items or <br />other matters with department directors, City Manager, and others. <br />As RDA Housing Manager: <br />Establish and maintain lines of communication with designated federal, state and city agencies <br />for the purpose of coordinating Agency housing programs and other jurisdictions, and obtain <br />support, involvement or financial participation, and develop or expand tools applicable to the <br />production of low and moderate income housing in the City; oversee the establishment and <br />achievement of housing production goals, monitoring programs and success of same; identify <br />housing needs of the City, with a focus on the concerns of special needs groups and <br />neighborhood issues; responsible for designing, implementing and monitoring creative <br />approaches and programs designed to address those housing needs; establish partnerships with <br />for-profit developers and other non-profit organizations with focus on securing their participation <br />in affordable housing development or preservation; define and develop objectives of Agency <br />housing programs and projects. <br />
