City of Colton <br />RDA Housing Manager/Deputy City Attorney <br />Page 2 <br />DESIRABLE QUALIFICATIONS: <br />Knowledge of: <br />Principles, concepts and methodology of legal research; discovery and fact investigation; <br />principles of legal writing and the legal process; computerized information retrieval systems and <br />research systems; good organizational skills; computer applications (Windows, WordPerfect, and <br />Word); redevelopment tax allocation bond funding, housing tax credits and other means of <br />housing project funding, housing development, California redevelopment law and applicable <br />sections of federal, state and local laws and codes; theory, principles and practices of <br />governmental land use planning, municipal organization, operation, policies and objectives; <br />current trends in federal, state and local redevelopment funding; principles and practices of <br />organization, administration, budget and personnel management; economics of real estate <br />development; principles of redevelopment tax increment financing, <br />Ability : <br />Perform legal research; understand and analyze legal issues; write clearly and concisely; adhere <br />to necessary deadlines and statutes of limitations; plan, develop, manage and promote complex <br />redevelopment and housing programs of the highest quality; present ideas and concepts <br />effectively and persuasively in speaking before groups and to communicate effectively in written <br />reports and correspondence; interpret, apply and explain laws, codes, policies and procedures; <br />analyze situations accurately and adopt effective courses of action; supervise and evaluate the <br />work of other employees; establish, foster and maintain positive, harmonious working <br />relationships with other employees, officials and the public; speak publicly and conduct public <br />meetings; assess, develop and administer appropriate organizational and staffing structures. <br />O1►lliaul7�LiIiJI�Q.� <br />Experience: <br />A minimum of four years experience in a law office or legal setting with significant exposure to <br />legal issues and four years of experience in redevelopment and housing, planning, real estate <br />development, or related field, including two years of supervisory and management level <br />responsibilities in a redevelopment agency. <br />Education: <br />Graduation from an accredited four-year college or university, possession of Juris Doctorate and <br />admitted to the California Bar. <br />LICENSE OR CERTIFICATE: <br />Possession of valid Class C California driver's license. <br />Approved by Council: <br />\pershare\jobs\RDA Housing -Dep C Atty.doc <br />
