CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 1, 1997 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: GRACIE HARMON, ACTING CITY MAI1 <br />FROM: BERNIE LUNSFORD, CHIEF OF POLICE <br />I SUBJECT: APPROVAL OF LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM #16.592 <br />DATE: JUNE 24, 1997 <br />BACKGROUND: <br />The Bureau of Justice Assistance, U. S. Department of Justice Local Law Enforcement <br />Block Grant Program, provides funding for police equipment purchases. The City of Colton is <br />eligible to receive a total of $94,545 under this grant. <br />DISCUSSION/ANALYSIS <br />Through this block grant program the police department intends to replace several existing <br />communications and records components. The equipment slated for replacement is outdated <br />technology which is not capable of expansion and does not meet the department needs. The <br />department has previously been awarded the COPS 96 grant which will provide a Crime Information <br />Systems Coordinator. Upon appointment that position will be responsible for a needs analysis <br />study before the acquisitions are made. This will allow the expertise to purchase those <br />components requiring to interface with our existing systems and complete our records storage and <br />communications system. <br />The following replacements - systems modifications are included: <br />1. The present CAD/RMS (computer aided dispatch/records management system) which the <br />department operates through the San Bernardino County Sheriff's Department., is undergoing a <br />systems upgrade. The new system is expected to be on line by the beginning of the 1997/98 <br />fiscal year. The upgrades will allow the department to interface with that system. <br />2. The radio/telephone logger (mandated 9-1-1 recording equipment) fails to meet department <br />needs and requires replacement. <br />3. The present department network system requires upgrading to be compatible with the records <br />storage system the department is presently acquiring. <br />Page 1 of 2 <br />Item # 4 <br />
