CITY OF COLTON AGENDA REPORT For Council Meeting of July 1, 1997 TO: HONORABLE MAYOR & CITY COUNCIL APPROVAL: GRACIE HARMON, ACTING CITY MAI1 FROM: BERNIE LUNSFORD, CHIEF OF POLICE I SUBJECT: APPROVAL OF LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM #16.592 DATE: JUNE 24, 1997 BACKGROUND: The Bureau of Justice Assistance, U. S. Department of Justice Local Law Enforcement Block Grant Program, provides funding for police equipment purchases. The City of Colton is eligible to receive a total of $94,545 under this grant. DISCUSSION/ANALYSIS Through this block grant program the police department intends to replace several existing communications and records components. The equipment slated for replacement is outdated technology which is not capable of expansion and does not meet the department needs. The department has previously been awarded the COPS 96 grant which will provide a Crime Information Systems Coordinator. Upon appointment that position will be responsible for a needs analysis study before the acquisitions are made. This will allow the expertise to purchase those components requiring to interface with our existing systems and complete our records storage and communications system. The following replacements - systems modifications are included: 1. The present CAD/RMS (computer aided dispatch/records management system) which the department operates through the San Bernardino County Sheriff's Department., is undergoing a systems upgrade. The new system is expected to be on line by the beginning of the 1997/98 fiscal year. The upgrades will allow the department to interface with that system. 2. The radio/telephone logger (mandated 9-1-1 recording equipment) fails to meet department needs and requires replacement. 3. The present department network system requires upgrading to be compatible with the records storage system the department is presently acquiring. Page 1 of 2 Item # 4
