CLARKE, UTILITY DIRECTOR <br />SUBJECT: APPROVAL OF THREE RESOLUTIONSFORTHE STATE REVOLVING FUND <br />LOAN APPLICATION FOR THE WASTEWATER TREATMENT PLANT <br />EXPANSION AND RENOVATION <br />DATE: JUNE 23, 1997 <br />BACKGROUND: <br />On April 1, 1997 the Council took the following actions: 1) accepted the Mitigated Negative Declaration <br />for the Wastewater Treatment Plant Expansion and Renovation; 2) approved a Water Conservation <br />Plan; and 3) approved a New Wastewater Rate Schedule for implementation of a Commercial/industrial <br />Rate Based on Strength of Discharge. All three actions were required as a part of the City's loan <br />application for State Revolving Funds in the amount of $9.1 million. <br />DISCUSSION/ANALYSIS: <br />The loan application was submitted with the above three actions, along with a certified copy of excerpts <br />from the April 1, 1997 Council meeting stating what actions the Council took. However, the State <br />required a certified copy of the entire minutes for the April 1, 1997 meeting. The City Clerk has not <br />transcribed the minutes, and the deadline for submission of the City's request for SRF monies for the <br />August, 1997 State Water Resources Control Board meeting is July 3, 1997. If the City fails to meet this <br />deadline, there may not be sufficient SRF monies available for allocation at the September, 1997 State <br />Water Resources Control Board meeting for funding of projects on October 1, 1997. In order to meet the <br />required date of July 3 1997, the City must approve the attached Resolutions stating the actions taken <br />on April 1, '1997. <br />ALTERNATIVES: <br />The Regional Water Quality Control Board has issued a Cease and Desist Order to the City for <br />expansion and renovation of its existing Secondary Wastewater Treatment Plant. The City would have <br />to find funding from another source in order to stay incompliance with the timeline set by the RWQCB. <br />Council maty instruct staff to find funding from other sources. <br />FINANCIAL IMPACT: <br />The SRF loan is a low interest loan, other sources will require interest at a higher rate. The cost to repay <br />&tah,e <br />a higher interest rate will have to be passed on to the City's sewer users. This cost is unknown <br />clhan i n g <br />Thomas K.
