CLARKE, UTILITY DIRECTOR­�L-"/ <br />SUBJECT: APPROVAL OF AMENDMENT NO.2 TO THE AGREEMENT TO FORM <br />A TASK FORCE TO EVALUATE THE IMPACT OF TOTAL DISSOLVED <br />SOLIDS ON WATER RESOURCES IN THE SANTA ANA RIVER <br />WATERSHED (TIN/TDS), TO ADD NEW MEMBERS <br />DATE: MAY 22, 1997 <br />BACKGROUND: <br />The City of Colton has been a member of for the Santa Ana Riven Dischargers <br />Association (SARDA) over six years. The Regional Water Quality Control Board <br />(RWQCB) has issued directives to each member, as a part of their NPDES Permit, to <br />comply with 'certain EPA limits for discharge into a waterway. SARDA has retained an <br />environmental attorney who has been successful on several occasions in challenging <br />the EPA discharge requirements, thereby, saving the SARDA members the cost of <br />additional waste discharge treatment improvements. The RWQCB is allowing the <br />SARDA members to perform the Total Inorganic Nitrogen and Total Dissolved Solids <br />(TIN/TDS) testing through shared river monitoring. By combining efforts, the SARDA <br />members are able to perform all of the required testing at a lower overall cost. Council <br />approvedan agreement, _dated December 19, 1995, and an Amendment No. ton <br />March 5, 1996, for compliance with the directives. The work is to be accomplished in <br />three phases. Phase 1A, which has been completed, was to test fortheaccumulation <br />of mercury in fish tissue in lieu of long term end of pipe permit limits. <br />DISCUSSION/ANALYSIS: <br />Phase 1B is now ready to begin, however, the members have requested a change in <br />the cost allocation for Phase 1 B based on the addition of one new member and <br />replacement of the. Cities of Colton and San Bernardino with the RIX Joint Powers <br />Authority. The addition of the San Bernardino Valley Water Conservation District will <br />help lower the cost to the other members. The replacement of the Cities of Colton and <br />San Bernardino with the RIX Joint Powers Authority has been requested since each <br />City no longer has a_.NPDES Permit for their Secondary Treatment Facilities. This <br />occurred when RWQCB issued only one NPDES Permit for the RIX Facility to the RIX <br />Joint Powers Authority. The cost for Phase 1 B is $449,700, of which the SARDA <br />members cost will be $205,000. The Cities of Colton and San 'Bemardino split the RIX <br />cost of $67,999 with a 20%/80% respectively. <br />Item No. 9 <br />
