Mayor and Council Members
Council Meeting of June 3, 1997
Page 2
Approval of Amendment No. 2 to the Agreement to Form a Task Force to Evaluate the
Impact of Total Dissolved Solids on WaterResources in the Santa Ana Watershed
(TIN/TDS) to Add New Members
ALTERNATIVES:
The City could choose to perform its own testing. However, the cost of testing is
$13,559.809yr. plus any additional testing costs, if required. This would be the same
amount paid under the agreement since the cost is in equal portions for each of the
seven SARDA members (Chino Basin, Colton, Rialto, Riverside, San Bernardino, San
Bernardino Valley Water Conservation District and Yucaipa).
FINANCIAL IMPACT:
The cost of sampling, analysis and reporting of the three baseline sample sites will be
shared equally by all SARDA members. If the sampling indicates the need for an
increased level of testing in one or more areas, the added cost will be the responsibility
of the SARDA members discharging into that area. The combined baseline costs are
expected to be $13,599.80/ per year. On November 28, 1995, the Council approved
the City's participation in SARDA in the amount of $50,000 for each phase. Therefore,
each Fiscal Year, sufficient funds are budgeted in the Wastewater Professional
Services account #522-8200-8200-2350 for the agreement. However, Council has
requested to approve each amendment to the original agreement along with that
amendment's costs. - n
Thomas K. Clarke, Utility Director
RECOMMENDATION:
Staff recommends that Council approve the attached Amendment No. 2 to the
Agreement to Form a Task Force to Evaluate the Impact of Total Dissolved Solids on
Water Resources in the Santa Ana River Watershed (TIN/TDS) for Adding New
Members, which includes the reallocation of costs to each member.
Report Prepared' By; Lorraine June
