R <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />211 <br />WHEREAS, with regard to economic development trips in which members of the City <br />Council, the Mayor or other appointed officials of the City participate it is essential that such <br />trips 1) have a well defined statement of specific goals and purposes, 2) include representatives I <br />I I of the City Council selected and approved by the City Council to represent the City, 3) include I <br />Ionly those professional advisers and consultants as may be approved by the City Council, and I <br />4) be evaluated in advance as to costs that are to be incurred and benefits that are likely to <br />result; and <br />WHEREAS, in order to empower those' members of the City Council and appointed <br />officials of the City who attend conferences and meetings to promote economic development of <br />the City on behalf of the City, the attendance of any Councilmember or other City official at a <br />conference or meeting outside the City, other than those meetings related to inter -agency boards <br />and commissions on which members of the City Council routinely sit, shall only go forward with <br />the approval of the City Council. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON HEREBY <br />RESOLVES AS FOLLOWS: <br />SECTION 1. Any travel by staff, the Mayor or members of the City Council or <br />appointed City officials carrying a cost of $1,000 or more for economic development or other <br />discretionary purposes must be approved in advance by the City Council. This policy shall not <br />apply, however, to public safety personnel attending mandatory training sessions or traveling on <br />GJ <br />City business on an emergency basis. <br />24 <br />25 SECTION 3. With regard to economic development or other trips that include members <br />2611 of the City Council or the Mayor or other appointed officials of the City, the Council must first <br />27 receive and approve an action plan reviewed and recommended by the City Manager stating the <br />28 specific goals and objectives of the travel and itemizing all costs of such travel, including the <br />
