M <br />2 <br />RESOLUTION NO. R- 16 -97 <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON REGARDING PROCEDURES <br />FOR LIFTING A HIRING FREEZE IMPOSED BY <br />ACTION OF THE CITY COUNCIL. <br />4 WHEREAS, at various times in the past it has been necessary for the City Council to <br />impose hiring freezes for a variety of reasons, including without limitation, economic <br />6 <br />i considerations; and <br />7� <br />8 WHEREAS, in the past hiring freezes have sometimes been imposed by resolution <br />9 and sometimes by minute order of the City Council; and <br />i <br />10 WHEREAS, because of the urgency that is frequently attendant on a decision to <br />1 <br />lI impose a hiring freeze, and because such matters may not be formally enacted by <br />12 resolution it is necessaryto have an express policy <br />13 p p cy with regard to the. conditions .under. <br />which a hiring freeze however it is enacted, maybe lifted. <br />14 <br />15 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON HEREBY <br />16 RESOLVES AS FOLLOWS: <br />i <br />17 SECTION 1: It is the policy of the City of Colton that whether a hiring frees is <br />18 enacted by resolution or minute order of the City Council, the City Council may only <br />19 j rescind or lift the hiring freeze by specific resolution. <br />20 j <br />SECTION 2: A resolution rescinding or lifting a hiring freeze must be specific as <br />21 I <br />22 II to the particular hiring freeze that has been imposed, and adoption of a general budget <br />23 resolution authorizing the funding of new positions or the filling of existing vacancies shall <br />24 I not, in and of itself, be sufficient to lift a hiring freeze. <br />; <br />25 PASSED, APPROVED and ADOPTED this 18th day of February 1997. <br />26 <br />27 Karl E.
