Page two <br />Community Development Block Grant <br />March 18, 1997 Council Meeting <br />In addition to the previously mentioned CDBG projects, the Agua Mansa Road project (a CDBG project <br />in the amount of $41,396) is eligible for Host City Fees (see Mr. Hutton's agendareport). 1f the City <br />Council chooses to use Host City Fees for the Agua Mansa Road project, other CDBG projects <br />previously listed would not have to be reprogrammed. <br />Mr. Hutton also pointed out on his March 4, 1997 agenda report that there are gas tax and host city fee <br />funds available for street projects. Those funds plus Measure I and Traffic mitigation fees (AB1600) <br />are as follows: <br />Gas Tax 1995-96 <br />- 1996-97 <br />Host City- 1996-97 <br />Measure i Funds <br />Traffic Mitig. Fees 6/30/96 <br />ALTERNATIVES <br />$ 144,518 (balance on 95-96 pavement rehab. prog.) <br />72,032 (uncommitted gas tax monies) <br />163,800 (due to Agua Mansa, 100% Prop 116 funds) <br />7,001 (due to Agua Mansa, 100% Prop 116 funds) <br />650,434 (restricted for major arterial/tract roadways) <br />$1,037,785 <br />PROJECT NO. 1 (OLIVE STREET) <br />The Olive Street project was approved in the amount of $67,230 by the San Bernardino County <br />Economic and Community Development Department (CDBG administrators). The City Council <br />subsequently approved the project for a total cost of $204,876.26. Adolphus Okeke, County Analyst, <br />stated that the necessary amount of 137,646.26 is not eligible for reprogrammed CDBG funds. This <br />project has been completed and funding is necessary. There are no other alternative except for the <br />use of Gas Tax funds in the amount of $137,646.26. <br />PROJECT NO. 2 (CONGRESS, L,N,O, 7th, loth, and 11th STREETS) <br />The bid for these street projects was approved by the City Council. However, the notice to proceed <br />has not been issued. Therefore, these street projects alternatives are: <br />1) Council direct public works to scale back the project in the amount of 128,845.70. This may <br />require staff to rebid or negotiate with the Contractor who was awarded the bid. <br />2) Appropriate funds from CDBG or other available sources stated above. If CDBG funds will <br />be reprogrammed from the above list of 1996-97 projects, a scheduled public hearing is <br />required. <br />RECOMMENDATION <br />1) Direct staff to notice a public hearing in order to reprogram CDBG funds for the Congress, <br />LAW', 10" and 11th street projects in the amount of $128,845.70 and/or direct staff to prepare a <br />budget amendment utilizing a portion of gas tax funds (72,032). <br />2) Direct staff to prepare a budget amendment funding the Olive, Mt.
