merican voters sent a mixed mes- <br />sage in November that mirrored <br />the themes of NLC's Election '96 <br />effort it's time to focus on <br />pulling Americans together rather <br />than fanning the flames of division. It's time to <br />establish bipartisan and nonpartisan coalitions <br />involvir;g elected leaders from all levels of gov- <br />ernment rather than letting party politics inter- <br />~ere with establishing sound public policies. <br />As 1996 draws to a close, President Clinton <br />and the 105th Congress will be preparing their <br />agendas and establishing their leadership teams <br />to tackle the challenges that lie ahead. <br />The issues that confront our national leaders <br />ti ill have direct consequences at the local level. <br />r` rom kev decisions about whether to rewrite the <br />nation's highway and public transportation pro- <br />,:rrams to the role of cities and towns in deregu- <br />lating the nation's electric businesses to how to <br />sustain the drive toward a balanced federal bud- <br />let, local leaders must be well-informed and <br />,directly involved in decision making. <br />The 1997 Congressional City Conference in <br />V. , ashington, DC will provide an opportunity <br />Learn about the key issues that will be on the <br />national agenda and how those will affect <br />your community <br />Participate in shaping NLC's positions on <br />federal issues that will be the top priorities <br />for policy development and advocacy in the <br />coming year <br />Hear from national leaders who will share <br />their vision for the coming year and beyond <br />— a vision that will shape America's <br />direction for the ? l st century <br />'\ feet with your Congressional delegation to <br />discuss local priorities for national action <br />Come to Washington, March 8 - 11 for <br />the Congressional City Conference to <br />listen, to learn, and to make a difference. <br />LEARN <br />ABOUT NATIONAL <br />ISSUES <br />CCG '97 will offer <br />general sessions, legislative work- <br />shops, stare league caucuses, and <br />roundtable discussions on Capitol Hill <br />to provide you with the information <br />you need to assess local impacts. <br />Leaders from both Congress and the <br />Administration will report on their <br />action plans on issues such as electric <br />deregulation, entitlement reform, <br />housing and community development, <br />natural disasters, public safety, and <br />transportation —just to name a few. <br />WT -IGH IN ON <br />LOCAL PRIORITIES <br />FOR NATIONAL <br />ACTION <br />9003M Local leaders must <br />have a say in how federal priorities are <br />shaped — particularly when those <br />priorities directly affect local budgets, <br />local responsibilities, and local <br />authority. <br />The workshops, roundtable discus- <br />sions, and Congressional meetings <br />will give you a chance to help national <br />leaders understand local perspectives <br />and to shape NLC's voice in i997. <br />The NLC Board of Directors will <br />adopt a 199; Action Agenda on <br />Saturday. March g, which will define <br />NLC's national priorities for the year. <br />LC's policy committees will also <br />meet in Washington to develop their <br />agenda on long-term national policy <br />issues that will serve as the basis for <br />NLC's continuing work on behalf of <br />cities and towns. <br />MEET <br />WITH NATIONAL <br />LEADERS <br />This is your chance to <br />be part of a large local presence in <br />Washington when agendas are being <br />set that will affect the future of your <br />community. At CCC '97, NLC will <br />organize its voice to ensure a municipal <br />perspective in national discussions and <br />to increase national awareness of <br />municipal issues. In addition to the <br />sessions which will be held at the <br />Washington Hilton and Towers on <br />March 9 and 10, CCC '97 will feature <br />roundtable discussions on Capitol Hill <br />on Tuesdav, "larch 11. Legislative <br />leaders will meet with local officials <br />during those meetings to talk about <br />local priorities for national action and <br />local perspectives on national issues. <br />This is the one day in 1997 when <br />thousands of local officials from cities <br />and towns across the country can <br />carry one message to Congress. You <br />can ensure that your voice is heard <br />and that your city is represented by <br />coming to CCC '9; . <br />NETWORK WITH <br />COLLEAGUES <br />CCC '97 will also offer <br />opportunities to connect with local <br />officials from throughout the country <br />to share ideas and work together on <br />behalf of your constituents.
