The mayor shall 3 consider all counciimember recommendations, but, except as to 5 recommendations made concerning appointments to the planning commission, 6 shall have the discretion to accept or reject such recommendations in making commission, board or committee appointments, subject to the approval of the 8 city council. The city clerk shall post and publish a notice to all interested 9. persons indicating open or vacant commission and committee positions at least 10 11 ten (10) days prior to any appointment. No individual shall serve on more 12 than one commission or committee. Although each member of the city council 13 elected by a district shall use his or her best efforts to recommend individuals 34 residing, in that district to commissions and committees, members of the city 15 council may recommend individuals not residing in their districts in their 16' discretion in order to assure that the most interested and qualified individuals 17 is serve on the various committees and commissions within the city. In addition 19 to the six members recommended by each councilmember for appointment by 20 the mayor to commissions or committees, the mayor shall appoint one member 21 to serve on each commission or committee who shall represent the city at-large 22 on that commission or committee.
