To; Mayor and Council
1997
From: Councilmember Deirdre Bennett IJ'
c'rYccToFLcc
Avcs°s N
Date. March 26, 1997
Subject: Manuel of Procedures
I would like to suggest that the City Council set %r discussion at a regular Council
meeting the following items:
Separate closed session meetings. When we established the earlier meeting time, it was
With the intent to hold Closed Session prior to our regular
negatively' meeting so that we would not
impact Our residents. If that is discussed tonight and. proposed I would like to
go down as supporting this change.
Our goal, if you will remember, was to holdclosed session from bpm until
to 7pm, stoppinggiashotak before we began our regular meeting. We need to formally adoptthisPe yrbegin
implementing it if that is still'the desire of this body to set a separate
closed session-
Policy Workshops. I've spoken to several of you individually about this concept, if it is
the will of this body I would like to ask that we
workshops. These workshops would give us the flendize formal establishment of separate
issues in a forum without negatively opportunity of to fully discuss items and
g Y impacting the length of to
regular Council
meetings_ The goal would be to set these on a strict time schedule, with no vote being
taken. These would be study sessions that could give residents and Councilmembers an
opPoAmity to bring items of interest to the City for full discussion and debate prior to a
regular meeting. This is currently being done in several other City's who are .finding that
it is a successful tool to decrease the length of their regular meetings,
i
