VEGA, FINANCE DIRECTOR <br />SUBJECT: TERMINATE CONTRACT WITH AMERICAN FORENSIC NURSES AND AWARD A <br />CONTRACT TO LAW ENFORCEMENT MEDICAL SERVICES, INC. FOR <br />PHLEBOTOMY/S.A.R.T. (SEXUAL ASSAULT VICTIMS EXAMS) IN THE AMOUNT OF <br />$35,000 <br />DATE: MAY 12, 1997 <br />BACKGROUND <br />The City mailed out a request for proposal for Phlebotomy/S.A.R.T. services and received two proposals <br />on April 2, 1997. At the Council Meeting of May 6, 1997, the City Council awarded a contract to American <br />Forensic Nurses for Phlebotomy/S.A.R.T. services. The second proposal was received from Law <br />Enforcement Medical Services <br />DISCUSSION/ANALYSIS <br />The City has received the attached letter from American Forensic Nurses stating that they can no longer <br />participate in the Sexual Assault Response Team Program due to staffing problems. Therefore, It is our <br />understanding that Law Enforcement Medical Services is now the sole source available locally for the <br />sexual assault victim exams. <br />ALTERNATIVES <br />Send the victims to the nearest emergency room for treatment and examination. This would result in an <br />officer being out of service for an undetermined amount of time to remain with the victim at the hospital. <br />There is also the additional expense for the emergency room. <br />FINANCIAL IMPACT <br />The Police Department has a budget of $35,000 for this service. The funds are available in account 100- <br />6070-6073 350. <br />6BRNfE LUN017019b, Chief of Police <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends that the Council terminate the contract with American Forensic Nurses for <br />phlebotomy/S.A.R.T. service and award an annual contract to Law Enforcement Medical Services, Inc. in <br />the amount of $35,000. <br />Report prepared by Mary J.
