CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF NOVEMBER 4,1997
r
TO: HONORABLE MAYOR AND CITY COUNCIL
APPROVAL: Len Wood, Interim City Manager tJ
FROM: Tom Hendrix, Acting Fire Chief
SUBJECT: Approval to begin bid process for a Type III
Brush Engine for the Fire Department
DATE: October 27, 1997
BACKGROUND:
Funds to lease purchase a Type III Brush Engine were approved in the 97/98 budget. This
engine will replace a water tender and two fire engines that have been taken out of service
this year due to age and estimated cost of repair. A detailed status of this equipment is
attached.
DISCUSSION AND ANALYSIS:
Within the past year, the Fire Department has taken 2 engines and 1 water tender
permanently out of service. The water tender, which has several major mechanical
problems, is a 1969 military truck that was converted to a water tender in the mid 1970s
by department personnel. Due to the age and "home built" nature of this unit, repair parts
have become difficult or in some cases impossible to locate, it has also become unreliable
and in many ways is unsafe. The loss of this water tender affects our ability to respond to
wildland fires in the Reche Canyon and La Loma Hills areas. One fire engine taken out of
service is a 1977 American La France that requires at least $30,000 to repair and the other
is a 1970 American La France with 107,000 miles and the cost of repair has not been
completed. The loss of these two fire engines has resulted in only one engine, a 1982
American La France available in reserve status,
The Reche Canyon and La Loma Hills areas are designated wildland interface zones due
to the encroachment of residential properties into these wildiand areas, this is a particular
problem in Reche Canyon. Three water tenders have been available to respond to these
areas for the last 25 years, however, they are becoming increasingly undependable. We
do not intend to replace these units as they wear out, however at least two should
replaced with Type III Brush Engines which' allow faster response times and are more be
maneuverable in the interface zones.
Item # 12
