Parrish, Senior Program Manager i:�� <br />SUBJECT: Request for the Preparation and Release of Requests for <br />Proposals, to Municipal Law Firms to provide regal <br />Services to the City of Colton <br />DATE: October 29, 1997 <br />BACKGROUND: <br />On October 21, 1997, staff was directed by the City Council to develop Requests for <br />Proposals (RFP) for distribution to Municipal Law Firms to provide Legal Services to the <br />City of Colton. <br />DISCUSSIONIANALYSIS: <br />In response to that direction staff has contacted and received letter quotes from two <br />consulting firms with specific experience in municipal legal services management. The <br />RFP must clearly present the scope of services to be provided by the selected firm as <br />well as other information necessary to ascertain that there are no misunderstandings <br />about how Colton will manage it legal services. <br />The recommended project approach will be to initially interview key City Officials and <br />managers to gain an understanding as to what the City's needs are in the legal services <br />arena. Sample RFPs from other jurisdictions with be used to develop the final RFP <br />document for the City of Colton. <br />A potential second phase of this project would be to retain the consultant to assist in <br />the bidder selection process. This would include the review of proposals submitted, <br />interviews with the finalists, and negotiations with the selected firm. <br />ALTERNATIVES: <br />The alternative would be to not send out an RFP for legal services at the present time. <br />FISCAL IMPACT: <br />Of the two letter quotes received, the lowest price for this service is estimated to be <br />between $6,750 and $8,100, or $135 per hour, plus expenses. The total cost for the <br />second phase of this project, if requested, has not been estimated, but would be <br />performed at the same hourly rate of $135. <br />Item # 15 <br />
