CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 18, 1997 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Le od, Interim, y manager <br />Davi <br />FROM: 4Davi R. a <br />Community Interim <br />eelo ntclDirector <br />SUBJECT: Reprogramming of $44,855 of Community Development <br />Block Grant (CDBG) Funds from the Colton Contingency <br />Account to the activity, "Street Improvements -Pennsylvania <br />Avenue, from Mill to Johnston" <br />DATE: November 11, 1997 <br />BACKGROUND: <br />One of the Community Development Block Grant (CDBG) activities approved by <br />the City Council for Fiscal Year 1996-97, was a project entitled, "Street <br />Improvements -Pennsylvania Avenue, from Mill to Johnston." The proposed <br />project was allocated $17,266, with the intent of constructing sidewalks on the <br />west side of Pennsylvania Avenue. <br />Subsequent to the Council's approval, residents on the east side of <br />Pennsylvania Avenue petitioned Councilmember John Hutton for sidewalk, curb <br />and gutter improvements to their side as well. Initially, the east side of <br />Pennsylvania was determined ineligible for CDBG funds. However, after <br />meeting with County officials, the County Department of Economic and <br />Community Development (ECD) determined that the area would qualify for <br />CDBG funds. <br />The Public Works Department has indicated that the $17,266 allocation for the <br />west side is insufficient to begin the project. Also, they have estimated that <br />approximately $44,855 would be needed to construct the improvements to the <br />east side of Pennsylvania Avenue. <br />DISCUSSION/ANALYSIS: <br />The project site is located in Block Group 1, of Census Tract 66, which contains <br />55.5 percent low and moderate income household. The proposed improvements <br />will principally serve children that will utilize the sidewalks to attend McKinley <br />Elementary School, located on Johnston Street. It will provide safe pedestrian <br />travel for other residents in the local neighborhood. <br />Item# 27 <br />
