CITY OF COLTON <br />AGENDA REPORT <br />FUR COUNCIL MEETING OF OCTOBER 7, 1997 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: LEN WOOD, INTERIM CITY MANAGER o� <br />FROM: JOHN HUTTON <br />PUBLIC WORKS DIRECTOR <br />SUBJECT: ADDING AGUA MANSA CHAPTER 27 TO EXISTING CONTRACT <br />DATE: SEPTEMBER 22, 1997 <br />BACKGROUND: <br />The property owners along Agua Mansa Road, between Rancho Ave and 5th St, have petitioned <br />the City of Colton to have Curb & Gutter installed along their property frontages and also to have <br />the recurring drainage problem in the street mitigated. The minimum requirement of 60% of the <br />property owners agreement has been met and the required public hearings have been held. <br />To this end, per Resolution R-01-96, an Assessment District was set up to have Street <br />Improvements constructed on Agua Mansa Road from Rancho to 5th St. See attachment <br />EXHIBIT "A': <br />A Street Improvement Plan, No. 1149-1, has been engineered by the City and approved by the City <br />Engineer. Said Plan covers the construction of Curb, Gutter, Sidewalk, ,Handicap Ramps, partial <br />reconstruction of the existing street to alleviate the existing drainage problem, and a variable AC <br />overlay for the entire width of Agua Mansa Rd (Rancho Ave to 5th St). <br />The northerly half of the road is being constructed with. CDBG funding. The southerly half of the <br />road does not qualify for CDBG funding. HOWEVER, the southerly portion may be done at the <br />same time as the northerly portion by the same Contractor (Matich Corporation) if the southerly half <br />is deemed additional work to the oriainal contract (which includes the northerly portion of Agua <br />Mansa). <br />The original contract also includes two other CDBG Projects, and some portions of work which are <br />funded through other sources. The purpose of combining these several projects into a single <br />contract is to better the unit cost for each of the various items involved in the completion of the <br />contract. The greater the quantity of each unit item, the lower the unit cost for that item. See <br />attachment EXHIBIT `B" <br />Matich Corporation has agreed to accept the addition quantities to the existing contract, at the Unit <br />Costs quoted in the original contract, provided the north & south halves of Agua Mansa can be <br />constructed simultaneously. See attachment EXHIBIT "C <br />DISCUSSION/ANALYSIS: <br />The final funding for the southerly portion of the construction of Agua Mansa Road is to come from <br />the property owners throughthe Assessment District. There will need to be a "fronting" source for <br />this funding until such time as the monies are recovered from the property owners per Resolution <br />R-01-96.
