t <br />1 <br />CITY OF COLTON <br />AGENDA REPORT <br />For City Council Meeting of September 16, 1997 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />APPROVAL: Len Wood, Interim City Manager <br />FROM: Gracie Fernandez Harmon, Personnel Director <br />j* <br />SUBJECT: Approval of Resolution Amending the ICRMA Joint Exercise of Powers <br />Agreement to Designate a Substitute Alternate Representative to the <br />Governing Board, Resolution No. R - <br />DATE: September 9, 1997 <br />BACKGROUND: At the July 9, 1997, Independent Cities Risk Management Authority (ICRMA) <br />Governing Board meeting there was discussion regarding Member Cities appointing a third ICRMA <br />Governing Board Representative. Currently the Joint Exercise of Powers Agreement allows <br />Member Cities to designate a Representative and an alternate Representative. The City Council of <br />the City of Colton has designated Betty Cook as the Representative and Gracie Fernandez Harmon <br />as the alternate Representative. <br />DISCUSSION/ANALYSIS: The City of Chino recently joined ICRMA and initiated the request <br />to amend the Joint Exercise of Powers Agreement to allow designation of a substitute <br />Representative. However, two-thirds of the ICRMA Member Cities must approve the attached <br />resolution for the amendment to the Joint Exercise of Powers Agreement to take effect. <br />The amendment makes it optional for Member Cities to designate a substitute Representative. <br />FINANCIAL VNIPACT• None. <br />RECOlVIlVIENDATION: That the City Council adopt the resolution amending the ICRMA <br />Joint Exercise of Powers Agreement to authorize appointment of a substitute alternate <br />Representative to the ICRMA Governing Board. <br />ghdata/agenda/ICRMA. doc <br />Item # 5 <br />
