CLARKE, UTILITY DIRECTOR <br />SUBJECT: APPROVAL OF AGREEMENT WITH WEST SAN BERNARDINO COUNTY WATER <br />DISTRICT FOR A WATER LINE INTER -TIE WITH THE CITY OF COLTON <br />DATE: SEPTEMBER 8, 1997 <br />BACKGROUND: <br />As part of the City of Colton's Water Master Plan, all but one of the surrounding water agencies' water <br />systems have been connected to the City's water system as a backup water supply in emergencies. <br />DISCUSSION/ANALYSIS- <br />The remaining inter -tie connection with the West San Bernardino County Water District's (WSBCWD) water <br />system is near completion, The connection will be at the intersection of Pepper Ave. and Valley Blvd. <br />WSBCWD is requesting that the City of Colton enter into an agreement for the inter -tie. It is important to <br />note, that WSBCWD will not allow the inter -tie to be construed as a backup water source for the San <br />Bernardino County Medical Center, the inter -tie is only to serve as an emergency source of water for the <br />entire water system. This condition is consistent with the other inter -tie agreements the City now has in <br />operation. Staff and the City Attorney have reviewed the attached agreement, and concur with its content. <br />ALTERNATIVES: <br />The inter -tie is an emergency source of water for the City, the immediate need of the water system will <br />determine if the inter -tie is utilized. In addition, the City currently has six inter -ties with the surrounding water <br />systems, of which any five can be used on an emergency basis (one inter -tie is with Terrace Water Company, <br />and can only be used to supply them with Colton water). <br />FINANCIAL: <br />The construction cost of the inter: tie was borne by the Water Development Fund and part of a contract <br />awarded to EI -Co Construction for the installation of water and sewer lines around the San Bernardino <br />County Medical Center. There would also be a cost to receive emergency water from WSBCWD at <br />$0.50/ccf. The cost of water will be reviewed annually by WSBCWD, and if adjustments are necessary, the <br />City will be notified in writing 90 days prior to any increases. The cost for purchasing emergency water is <br />included in the Water Department's Operations and Maintenance budget in account no. 521-8100-8101-2320 <br />(utj7ecosts) <br />Thomas K.
