HUTTON, PUBLIC WORKS DIRECTOR' <br />SUBJECT: PROPOSED STREET PAVING PROGRAM FOR FISCAL YEAR 1998199 <br />DATE: APRIL 13, 1998 <br />BACKGROUND: <br />In 1992, the City employed the firm of "Infrastructure Management Services" (IMS) to perform a pavement <br />management study; this program was both State -mandated and Council approved. <br />Annually the City reviews and approves, by resolution, a 5 Year Capital Improvement Program and a 20 Year <br />Transportation Plan in conjunction with State & Federal guidelines and regulations, and S.A.N.B.A.G. <br />requirements. Included in this program are Gas Tax funds and Measure I funds, which can be used for any <br />qualifying expenditures of street improvement within the City, and Host City Fees, which are limited to <br />maintaining those streets that are designated as track routes to and from the County dump site,. or as may be <br />identified as an applicable project under the County/City approved Host City Fees M. 0. U. <br />DISCUSSION <br />Based upon a combined review of both the condition, rate (as assigned via the IMS program) and a visual <br />field review performed by the Public Works Department, a spread sheet report has been created, depicting <br />streets in the City which have been selected for rehabilitation, in order to maintain a minimum level of <br />serviceability for the public at large. This report (see _ attached! _Exhibit A) has .been . generated, as a <br />suggestion, for possible use of surplus funds available from the various funding sources. <br />The streets selected have been grouped into Grids, by location and/or source funding eligibility. In <br />determining which streets would be selected for rehabilitation, the following criteria were used: <br />Field Review - Streets with an unusually high reporting of potholes and streets noted by department <br />employees (via Field Review) to be in exceptionally bad condition. <br />An IMS computerized rating of 70 or less <br />Ratings are taken from the IMS ranking list generated in 1992; aging decreases these rankings by <br />approximately 5% for each year. This computes to an "aged" ranking of 49 or less. A ranking less than 59 <br />is well into the range where rehabilitation is required, and the possibility of total reconstruction <br />(replacement or revitalizing of sub -base, base and surface treatment) is warranted if not required. <br />Information regarding the Pavement Pfiofity Report is attached (Exhibit B). This report is used as a guide <br />and indicator of which streets need to be visually reviewed, the likely physical condition which may be <br />expected, and the presumable cause of any problems which may be present. The Pavement Condition - <br />Detailed Report indicates contributing elements which have been factored into the resultant pavement rating <br />(attached Exhibit C). <br />Page 1 of 2 <br />Item # 19 <br />
