The 'rehabilitation process currently employed by the City has been geared to benefit both those streets in <br />need of moderate to extensive rehabilitation and those in need of minor reconstruction. The process involves <br />Cold Planing (removing) the top 2" of existing pavement and then installing a 2" AC Overlay. <br />Some of the contributing elements, particularly those involving existing subbase soil conditions and/or content <br />of base material, cannot be mitigated without total reconstruction. Total reconstruction is extremely costly (4 <br />to 5 times that of the City's current Rehabilitation process). <br />Alternatives to total reconstruction are currently being explored for existing streets with an underlying <br />concrete slab construction. 5th St., from "N" St to Congress St, has recently been rehabilitated by using a <br />process involving the addition of a Petromat (a Geotextile fabric grid) layer sandwiched between the original <br />street (after Cold Planing is done) and the final AC Overlay. <br />In addition to those listed in Exhibit A, there are several widely used streets which have some potholes and <br />are beginning to show cracks and wear from the volume of traffic. Among them are: <br />• Mt. Vernon (from the Santa Ana Bridge to Washington St), <br />• Washington St (from 1-215 easterly to the City Limits), <br />• Cooley Drive & Cooley Lane, <br />�► Hunts Lane, <br />• Portions of the Cooley Ranch streets southerly of Washington Ave. <br />These streets do not yet require rehabilitation. With current potholing practices, and the lack of any regularly <br />funded crack seating process, these streets will soon be in the same condition as the streets shown on <br />Exhibit A. An aggressive maintenance program with a permanent patching machine (for potholes) and a <br />rubber crack sealing machine, will appreciably extend the life of these streets. <br />FINANCIAL IMPACT: <br />Exhibit A spread sheet report lists over 2 million dollars worth of streets in the City which need to be <br />rehabilitated. <br />Eligible for Host City Fees funding $ 568,733 <br />Eligible for Gas Tax OR Measure I funding J1.§40 416 <br />Total: $2,109,149 <br />The amount of available funding is to be determined via Reserve Funding Balance and verified by the <br />Finance Department. <br />Note: Copies of REVENUE RECAP REPORT, supplied by the Finance Dept., are attached (Exhibit D) <br />RECOMMENDATION: <br />Staff recommends: <br />1) The street paving program be reviewed by Council to determine their priority streets from the list provided. <br />If the Council desires to add a street not on the list, it must first be submitted to determine if qualifications <br />for any of the above -noted funding sources can be met and to estimate its potential cost for construction <br />as part of the total project. <br />2) Approve appropriation of $500,000 from the funding sources identified and authorize staff to select <br />streets from the list provided (Exhibit A), up to the appropriated funding limit. <br />JCH/JKlDST <br />Page 2 of 2 <br />Item No. <br />
