Therefore, we recommend that this claim be rejected to <br />commence the statute of limitations. <br />The reason for our recommendation is based on the memorandum from Dan Martel dated <br />March 9, 1998. Mr. Martel indicates that the area around Valley & Meridian has been <br />under construction for a long time.
