Garcia, C' Manage <br />a-- <br />FROM: Lv*i,amo 01 <br />Community Dea ent Director <br />SUBJECT: Reprogramming of $51,900 of Community Development <br />Block Grant (CDBG) Funds from the Colton Contingency <br />Account to Four CDBG Eligible Projects <br />DATE: March 9, 1998 <br />BACKGROUND: <br />At the Community Development Block Grant (CDBG) Public Hearing held by the <br />City Council on February 17, 1998, staff agreed to return at a future meeting to <br />provide the Council with a recommendation for the funding of additional CDBG <br />eligible projects. Staff has reviewed the list of eligible activities, and <br />recommends that Council approve the following projects: <br />1. Legal Aid Society of San Bernardino, Inc., $ 57000 <br />2. Inland Temporary Homes, Inc., Playground Resurfacing 1,000 <br />3. Alley Improvements, East End -"C", "D", & "E" 27,000 <br />4. Historic Preservation -Colton Museum Restoration 18.900 <br />Total: $51,900 <br />DISCUSSION/ANALYSIS: <br />Projects #1, 2, and 3 are new CDBG projects that were considered for funding <br />from the City's Fiscal Year 1998-99 CDBG allocation on February 171h <br />Unfortunately, they were not selected. Subsequently, staff has reviewed the <br />City's CDBG Contingency Account, and with the $15,766 that is set-aside for <br />Councilman Donald Sanders, there are sufficient funds to approve the three new <br />projects, and allocate additional funds to the Colton Museum Restoration project. <br />The Legal Aid Society project is a Public Service Program. As Council is aware, <br />the City has already allocated the maximum amount of CDBG funds for Public <br />Service projects ($55,200) for Fiscal Year 1998-99. Staff has requested the <br />County to permit the funding of this project, as it will provide legal aid to low and <br />moderate income persons in Colton and the surrounding County areas. <br />Item # 15 <br />
