CITY OF COLTON AGENDA REPORT For City Council Meeting of October 6, 1998 TO: Honorable Mayor & City Council APPROVAL: Henry Garcia, City Manager FROM: Dennis Morris, Human Resource Director'i"�- SUBJECT: Approval of the Memorandums of Understanding (MOU) Between the City of Colton and; Fire, Police Rank & File Units, and compensation for the Executive Unit. DATE: September 28, 1998 BACKGROUND: The memorandums of understanding (MOU) with the Police Unit expired on June 30, 1998. Representatives of the City and Police Officers Association have been negotiating for a successor MOU over the last several months. The MOU with the Fire Association provides for salary "reopeners" in April 1998 and April 1999. In addition, the agreement with the General and Management/Confidential units was recently approved by the City Council and normally consideration regarding compensation is given to Executive Management at the same time. DISCUSSION/ANALYSIS: Representatives of the City and Colton Police Officers Association have reached an agreement with a term to June 30, 2000. The successor MOU is attachment "A" to the Police Officers Association Resolution R-92-98. The changes within the agreement will be incorporated into a subsequent comprehensive MOU. Representatives of the City and the Colton Firefighter Association have also reached agreement on the two salary "reopeners" in the present contract. The MOU incorporating our agreement MOU is attachment "A" to the Firefighter Association Resolution R-91-98. The City Manager has recommended that we pay the Executive Management employees 2% (a 55 PERS contribution, (the same as the agreement with the General and Management/Confidential Units). Since the Police and Fire Chiefs are not eligible for the PERS benefit, the City Manager has recommended that they receive a 3 % salary increase (the 10/01/98 agd100698 Police Fire Exec Item # 17
