approximate value of the PERS benefit) in lieu of receiving the benefit that other Executive
Management employees will receive. In addition, in lieu of implementing the compensation
study for Executive Management in fiscal years 1999/2000 and 2000/2001 the City Manager
recommends increasing the top of each Executive Management salary range by 5% in July of
1999 and July 2000. To be eligible for this "merit pay" each Executive Manager will be
evaluated on how successful they are in meeting their departmental goals and objectives. (R-93-
98)
FINANCIAL IMPACT: The cost of the agreements are estimated for the first year is $237,000
and the second year is $306,000. This figure does not include any increase in overtime cost that
may result from a salary increase, nor does it include any costs related to the Police Management
unit.
RECOMMENDATION: Staff recommends that City Council approve the attached
agreements with the Police and Fire Units; and authorize staff to sign the comprehensive MOU
on behalf of the City.
Staff also recommends that City Council approve the compensation recommended for the
Executive Unit and adopt the salary resolutions necessary to increase the Executive
Management salary ranges.
Attachment: Exhibit A (Police)
Exhibit B (Fire)
Resolutions (3)
10/01/98
agdl00698 Police Fire Exec
