Mr. Doug <br />McDougal was the named subject previously employed by New Horizons. On November 2, 1997 <br />Detective John Nelson was assigned the investigation of this case. After various people were <br />interviewed and documents collected as evidence, Detective Nelson had reasonable cause to believe <br />that a felony had been committed. On November 13, 1997 Mr. McDougal was arrested for the <br />offense of theft of computer data. <br />Based on the foregoing, it v611 be our recommendation to the City that this claim be re ected in its <br />entirety. <br />If you have any questions concerning this matter, please feel free to contact the un; ersigred. <br />Sincerely, <br />Ward North America <br />Joseph R.
