Representatives of the City and the Colton Firefighter Association have also reached agreement <br />on the two salary "reopeners" in the present contract. The MOU incorporating our agreement <br />MOU is attachment "A" to the Firefighter Association Resolution R-91-98. <br />The City Manager has recommended that we pay the Executive Management employees 2% @a <br />55 PERS contribution, (the same as the agreement with the General and <br />Management/Confidential Units). Since the Police and Fire Chiefs are not eligible for the PERS <br />benefit, the City Manager has recommended that they receive a 3% salary increase (the <br />approximate value of the PERS benefit) in lieu of receiving the benefit that other Executive <br />Management employees will receive. In addition, in lieu of implementing the compensation <br />study for Executive Management in fiscal years 1999/2000 and 2000/2001 the City Manager <br />recommends increasing the top of each Executive Management salary range by 5% in July of <br />1999 and July 2000. To be eligible for this "merit pay" each Executive Manager will be <br />evaluated on how successful they are in meeting their departmental goals and objectives. (R-93- <br />98) <br />FINANCIAL IMPACT: The cost of the agreements are estimated for the first year is $368,000 <br />and the second year is $468,000. This figure does not include any increase in overtime cost that <br />may result from a salary increase, nor does it include any costs related to the Police Management <br />unit. <br />RECOMMENDATION: Staff recommends that City Council approve the attached <br />agreements with the Police, Fire, and Electric Units; and authorize staff to sign the <br />comprehensive MOD's on behalf of the City. <br />Staff also recommends that City Council approve the compensation recommended for the <br />Executive Unit and adopt the salary resolutions necessary to increase the Executive <br />Management salary ranges. <br />Attachment: Exhibit A's with Resolutions (Police) (Fire) (Electric) <br />Resolutions (4) <br />10/14/98 <br />agd102098 Police Fire Elec Exec <br />
