R-88 -98 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF COLTON, CALIFORNIA, <br />SUPPORTING THE REPEAL OF BOOKING <br />FEES IN SAN BERNARDINO COUNTY. <br />WHEREAS, the State of California adopted Senate Bill 2557 in 1991 enabling <br />counties to charge cities for the cost of booking fees; and <br />WHEREAS, we understand that the San Bernardino County was forced by the <br />State of California to utilize booking fees as a mechanism to replace lost revenues to the <br />County from the State; and <br />WHEREAS, the imposition of booking fees was necessary at the time; and <br />WHEREAS, the economy is improving and the San Bernardino County budget <br />forecast is much more favorable now, than in the past; and <br />WHEREAS, other counties are either reducing or eliminating booking fees as <br />other revenues have improved; and <br />WHEREAS, the booking fee creates a disincentive to book detainees based on an <br />economic decision rather than a law enforcement one; and <br />WHEREAS, the City of Colton supports the position of the San Bernardino <br />County Sheriff to encourage the elimination or reduction of booking fees; and <br />WHEREAS, the County of San Bernardino has adopted a budget which is based <br />on the revenue assumption of four million dollars in booking fees. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />- HEREBY RESOLVES AS FOLLOWS: <br />The City Council of the City of Colton, by this Resolution, officially announces its <br />support and encourages the San Bernardino County Board of the Supervisors to consider <br />City of Colton Resolution No. R- -98 page I of 2 <br />
