CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of September 15, 1998 <br />TO: HONORABLE MAYOR AND CIN CCIL <br />APPROVAL: HENRY T. GARCIA, CIN MANAGE <br />FROM: THOMAS K. CLARKE, UTILITY DIRECTOR ` <br />SUBJECT: REQUEST RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENTS OF SIX (6) FULL TIME POSITIONS IN THE UTILITY <br />DEPARTMENT <br />DATE: SEPTEMBER 8, 1998 <br />BACKGROUND: <br />As part of the FY98-99 Water Utility Budget, there are six (6) vacant positions in the Utility <br />Department that need to be recruited for and filled. Attached are the job descriptions of the <br />various classifications and the adopted salary ranges. <br />DISCUSSION/ANALYSIS: <br />All of the positions included in this request are approved in the current /and have sufficient <br />appropriations to satisfy the salary request. In addition, staff has evaluated the need to fill these <br />vacancies and has determined that customer service and system integrity will be enhanced as <br />these positions are filled. <br />The requested positions can be summarized as follows: <br />Water <br />Maintenance Worker III — This position will be responsible for necessary maintenance on the <br />water system that has been identified in deficiency reports by the Department of Health <br />Services. The position would establish and perform an on-going flushing program of fire <br />hydrants and distribution system dead -ends. In addition, the position would assist in locating <br />and mapping system components for inclusion in the GIS inventory. Finally, this position would <br />have shared responsibility to assure that the water distribution system sin in safe and reliable <br />condition. Salary range: $2137 to $2598 <br />Stormwater <br />Maintenance Worker III — This position will be responsible for the day to day planning and <br />maintenance of the storm sewer system. In addition, this position will have oversight <br />responsibility for the compliance of the City's NPDES permit in areas of system inspection, <br />maintenance, and response to violations or system problems. These are all areas that the City <br />has been deficient in and are specifically identified in the City's compliance plan to the Regional <br />Water Quality Control Board. Salary range: $2137 to $2598 <br />
