Page 2 <br />Utility Department Personnel Requests <br />For City Council Meeting of September 15, 1998 <br />EI_ ectric <br />Power Line Helpers (3) — The T&D division is short one complete crew as a result of attrition <br />and other factors. Rather than hire journey level workers, the Department would rather fill the <br />positions with entry level staff and allow them to work through the apprenticeship program. This <br />allows for more in-house personnel to qualify for positions within the Department. Filling these <br />positions at the lower level will permit the reassignment of existing journey level workers to <br />another crew and use Helpers to do the entry level work and have certified workers do the <br />technical maintenance and construction. Salary Range: $2252 to $2741 <br />Senior Energy Service Specialist — As a result of the restructuring of the electric industry, <br />there is a greater demand to establish and maintain close association between the Utility <br />Department and the large and sophisticated utility users. Regularly scheduled contacts have to <br />be made that will assure the Department that the customers' needs are being satisfied. This <br />would include everything from quality and price of the service to overall City image and <br />interpretation of City policies and procedures. This position will enhance the quality of service to <br />existing customers as well as promote the City and its various services to new customers. <br />Salary range: $3609 to $4386 <br />Recruitment for these positions will be conducted and eligibility lists established upon Council's <br />approval. The candidate chosen will meet the education and experience requirements as <br />specified in the job description. <br />FINANCIAL IMPACT: <br />Funding availability for each position is contained in the Enterprise Funds of the FY98-99 <br />budget and revenues will support the additional salary and benefit expenditures. <br />EXPECTED FILL DATE: <br />October 31, 1998. <br />CUSTOMER SERVICE IMPACT: <br />Two of these positions will be responsible for the maintenance, repairs and upkeep of the water <br />system and the stormwater system. The electric positions will assist in the construction and <br />repairs of the electric system provide other customer assistance, such as electric turn-offs or - <br />ons as required. The final electric position is required to meet the changing service <br />requirements of the industrial and special service electric customer. <br />RECOMMENDATION: <br />Staff recommends that Council approves the recruitment and ratification of the employee <br />appointments to the full time positions in the Utility Department as specified in this report. <br />Agenda Item No. <br />
