CITY OF COLTON <br />SENIOR ENERGY SERVICES SPECIALIST <br />DEFINITION: <br />Under the direction of the Utilities Director of Utilities, leads, oversees, reviews and performs <br />work activities and duties assigned to the Rates, Regulation and Energy Services Division; <br />assumes responsibility for the more difficult and complex tasks. <br />DISTINGUISHING CHARACTERISTICS: <br />The Senior Energy Services Specialist is the management level class responsible for developing <br />and administering energy conservation programs and various customer outreach programs. This <br />classification is distinguished from the classification of Energy Services Specialist by performance <br />of program development and the assignment of more complicated tasks. <br />SUPERVISION EXERCISED: <br />Exercises technical and functional supervision over Energy Services Specialist. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Lead, oversee, review and perform the work of staff responsible for customer related energy <br />programs. <br />• Supervise the development and implementation of programs including energy conservation <br />and customized consumer programs. <br />• Assist in the training of lower level personnel in the areas of work; ensure adherence to safe <br />work methods, procedures and practices; identify training opportunities and needs; make <br />recommendations to higher level staff. <br />• Responsible for developing and managing customer services and programs. <br />• Design and implement retail rates which may include the analysis of revenue requirements, and <br />assignment of classes; design special rates for low-income and mobile home parks <br />populations; design special rates for other populations as necessary. <br />• Promote and market energy conservation programs and the various services available to <br />customers. <br />• Manage utility user tax, customer outreach and relations. <br />• Compliance with State, and Federal regulations; prepare financial reports; interact with State, <br />Federal, and local officials. <br />• Assist residential and commercial customers to assure they are on the appropriate rate <br />structure; develop value added customer services such as payment by credit card, waiving <br />deposit requirement based on credit rating, consolidation of bills for large customers, etc. <br />• Provide expertise on regulation of energy and power services and develop programs and <br />strategies to market utility effectively in this new environment. <br />• Develop and administer energy conservation programs. <br />• Perform or supervise energy audit programs for residential, commercial, industrial, and public <br />customers. <br />
