CITY OF COLTON PLANNING COMMISSION MINUTES OF THE REGULAR MEETING OF FEBRUARY 23, 1999 The meeting was called to order by Vice -Chairperson Vilches at 6:34 p.m. Commissioners Present Tony Vilches, Vice -Chairperson Ramon Hernandez, Commissioner Richard Prieto, Commissioner Pete Chavez, Commissioner Linda Carter, Commissioner Commissioners Absent Susan Oliva, Chairperson (excused) Isaac Suchil, Commissioner (excused) Staff Present Andres Soto, Principal Planner Lisa Banuelos, Associate Planner Wanda Molton, Administrative Secretary ITEM D - APPROVAL OF MEETING MINUTES OF FEBRUARY 9, 1999 Commissioner Chavez moved approval of the minutes; seconded by Commissioner Prieto, motion carried with Commissioner Hernandez abstaining. ITEM E ORAL COMMUNICATION None. ITEM F PUBLIC HEARINGS 1. FILE INDEX NUMBER: D-54-98 OLYMPIA GRILL & LOUNGE (BILLY T'S) Andres Soto stated that Staff requested this item be continued to the March 23, 1999 meeting. He indicated that some progress has been made with the applicant but that Staff would better be able to present a report on March 23, 1999. Commissioner Hernandez moved to continue File Index Number D-54-98 to the regular meeting of March 23, 1999; seconded by Commissioner Prieto; motion carried. 2. FILE INDEX NUMBER: DC -71-98 MANNING EXPRESS Lisa Banuelos read the staff report stating that the applicant is requesting an Environmental Determination and Review of Conditional Use Permit to allow a truck storage yard in an Ml/SDA (Sensitive Development Area). Ms. Banuelos indicated that Staff processed the application through Environmental Review and the Design Review Committee. She stated that comments were received from the Public Works Department, Fire Department, and the Water/Wastewater Division of the City of Colton and that their conditions have been included in the Conditions of Approval Ms. Banuelos indicated that the proposal is consistent with the intent and guidelines of the General Plan and that if the Commission grants a Conditional Use Permit and the applicant complies with all Conditions of Approval, the proposed project will be consistent with the Zoning Ordinance.
