Planning Commission Minutes <br />February 23, 1999 <br />Page 2 <br />Staff has determined that the project will not have a significant effect on the environment and <br />recommends that the Planning Commission approve the Conditions of Approval and the filing <br />of a Negative Declaration. <br />Commissioner Chavez questioned whether the storage container would be covered. Ms. <br />Banuelos indicated that it was an enclosed cargo container to be used for temporary storage <br />and would be secure. Commission Carter inquired as to whether the area surrounding the <br />project has crosswalks. Ms. Banuelos stated that there are not curbs, gutters or crosswalks in <br />that area. Ms. Banuelos indicated that the Traffic Safety Committee had not attached any <br />conditions regarding those issues to this proposed project. Commissioner Prieto questioned <br />as to whether the electrical and plumbing were up to code due to the age of the building. Ms. <br />Banuelos stated that the Building Department has visited the property and the applicants have <br />been made aware of the improvements that will be required prior to opening. <br />Public Hearina Opened <br />Art Thompson, 151 Fogg Street, Colton, CA 92324 <br />Mr. Thompson stated that he owns the property across from the proposed project and that the <br />applicant should be commended on the clean up of the property. Mr. Thompson indicated that <br />he is concerned with the possibility of the applicant's trucks blocking the street and causing an <br />accident due to the driver having to unlock the gate to enter the property. He suggested the <br />applicant relocate the entrance gate approximately 70 feet back from the street. <br />Traci Manning, Applicant, 150 Fogg Street, Colton, CA 92324 <br />Ms, Manning indicated that they were willing to abide by all conditions that the City may set <br />and that they welcomed any suggestions that may be helpful. <br />Public Hearing Closed <br />Discussion ensued regarding safety concerns. Ms. Manning stated that they would be willing <br />to leave the gate open so that the trucks would not block the street. Commissioner <br />Hernandez expressed concern that leaving the gates open would encourage trespassing. Ms. <br />Manning indicated that there would be a lot manager on duty. <br />Commissioner Carter expressed concern about the lack of crosswalks and pedestrian safety. <br />Ms. Banuelos stated that those concerns could be forwarded to the Traffic Safety Committee <br />for review. <br />Commissioner Prieto moved to approve File Index Number DC -71-98 with the added condition <br />that the gates remain open and that a lot manager be on site during business hours; <br />seconded by Commissioner Chavez, motion carried. <br />ITEM G - DIRECTOR'S REMARKS/REVIEW OF CITY COUNCIL AGENDAS <br />None. <br />
